Add creation dates for VPN and Country Rules.

Partner has wanted to track the age of VPN and Country rules. It would be helpful to be able to display a creation date detail.

+1 over time we have lost the ability to identify when rules were created.

We have a standard practice for engineers to add notes referencing internal PSA tickets, but if one is missed we could be in the dark and need to search for this
