Require New User to Setup 2FA During initial password creation

When creating new users, users receive an email that prompts them to setup their password. After setting their password, they are immediately logged in. They are not required to setup 2FA until the 2nd time they sign in. If they don't log in frequently/ever, their account would exist without 2FA.

Issue: When we add clients access to see their organization (RO accounts), they are NOT prompted to enroll in MFA until the 2nd time they actually login. As support indicated to me it is "expected" that the user manually do MFA on the 1st login, but will be required on the 2nd.
Our Global settings have MFA enforced so I would expect this to be part of the account setup... initial.. 1st login, not the second as you've claimed and verified.
