Somehow you'd have to localize the holiday to the user. Maybe based off the usage area if they have ITDR, but not everyone will.
Also define afterhours....

Martin Twerski After hours as in not sending emails well outside typical working hours for the user. This could be accomplished with a locality setting per org.

Sean Maguire I can't speak for everyone, but we have people in our company literally around the globe. So it would have to be per user.
But also having someone get an email that maybe they checked on their phone and are paying less attention is actually valuable.
Some people in our company work on Thanksgiving and some don't as we provide support and service 24/7, so the same will apply per holiday

Martin Twerski If you have a 24x7 help desk this probably doesn't apply to your MSP. We have an on-call rotation that our 8x5 help desk participates in so a bit different.
